The year is 1946 and self-made scrap metal tycoon Harry Brock heads to Washington, D.C. with his ornamental ex-chorus girl girlfriend, Billie Dawn. With the help of his surreptitious lawyer Ed Devery they seek out a Senator just right for the taking to push an amendment through that would allow Harry's business dealings to grow into a national, even global monopoly. But there's one hitch: wining and dining with D.C.'s political elites requires a bit more refinement than Harry's low class and uneducated girlfriend is capable of. But when Harry decides to hire the bespeckled and mild-mannered reporter Paul Verral to educate Billie, he gets more than he bargained for
