Scott Alan wouldn't go making things up like this, so I'm sure it's true. Whether or not this is something he was supposed to announce is another matter entirely.
The wording of Alan's tweet implies that Brescia is actually stepping in for Garrett Long as the offstage swing while she's on for Jones, which makes sense.

I am DYING for her to become a full-time replacement. I would do anything to see her in this.
Brescia is now a professor at a university somewhere in the Midwest, so I don't think she could step into the show long-term (unless she were to take a sabbatical). Likely she's able to do the summer standby gig because school's not in session.
