I always thought it would be great to have a musical about the struggles to write and ratify the Declaration of Independence.

There WAS a Jack-the-Ripper musical in London...it closed in previews.

History musicals tend not to go down very well (Rex, I and Albert, Thomas and the King, Ben Franklin in Paris, La Révolution Française). Apart from 1776, I can't think of one that has been successful.

Assassins, Gypsy, The King And I, Sunday In The Park With George. I think I've exhausted all the cast recordings on my iPod that reference real people. :)
I do get where you were coming from though, there's a big difference between a musical that happens to be set in the past and a musical about a historical figure. I still get points for Evita though.
