I have the 1985 Follies playbill. The entire cast, including Carol Burnett, and others signed this playbill. It's been in storage forever. I received it from George Lee Andrews.
Do not know who to go to or how to figure the value.
Look thru eBay. It’ll give you an idea what it’s worth. The production was an all-star concert so it has some value as it wasn’t a regular production of FOLLIES.
There's really no way to "appraise" it -- since technically it has zero value. It's worth whatever someone is willing to pay for it. Same as with any other memorabilia -- you just need to find the right buyer at the right time.

That is not correct. There are plenty of appraisers of autographs (and that's what you want, as ephemera it has hardly any value), and to say that the value is "technically ... zero" is nonsense. I don't have a specifc reference for you, but it would help to know where you are located.
