Disney has their hands full this year with Aladdin plus The Jungle Book which is debuting in Chicago in the summer. Late 2013/early 2014 would be the likely time for them to launch the national tour of Newsies followed by international productions,
Some shows don't tour straight away, The Lion King took a few years as did Mary Poppins and Wicked.
You have to remember, too, that NEWSIES is not as wide of a known property and the fact that there is only one production in the world is really helping it at the moment until it officially becomes a long-running Disney classic broadway show. Having a national tour/other productions this early in the game would potentially decrease business from the NYC production as many people in major market cities won't travel to NYC to see the show and instead wait it out until the tour stops in their backyard.
