Well, I haven't actually been to see the show, but from what I've heard Bernadette likes to nap after matinees, so no she doesn't come out after them, but yes she does come out after all the evening shows usually about 45 minutes after the performance is over.

About a month ago, I waited after an evening show (which runs until almost 11 pm) and she came out about 45 mins later (as b'waybaby said). There was maybe 15 people there, so getting close was not a problem. Ms Peters was prepared and had a silver marker to sign Playbills - cool since the cover is pretty much all black. :)
I saw "Gypsy" the day after it opened (May 2) and it was madness. There were tons of people surrounding the barricades and her car. It was crazy. Luckily, I was in the front and had no trouble getting an autograph and a picture.
if you get there before the show gets out, you should be fine. be prepared to wait though...and i don't know when synchrogirl was there but i have never seen only 15 people waiting there, even when i'm walking by afterother shows. there's usually a crowd of people, at least when i have been there. but ms. peters is great, she tries to sign all the playbills etc that she can. definately one of the best A list performers with fans.
