This is making the facebook rounds, being labelled 'illegal'. Does anyone have any information if it is legit? Or if it isnt, where is the best place to report it?

no need to "report" it.  if its making the rounds on facebook, the right people will see it, and stop them if its not sanctioned.

Or not, depending on the copyright laws of the country in question and whether or not it's worth the legal battle.
