They vote in every category. They are instructed to abstain voting in a category in which they did not see every nominee, though I'd be willing to bet that not all of them do that.

I can see this works for general, performance, and perhaps book and score categories, but I feel it might be a little unfair to engineers working in this industry when it comes to more technical categories such as sound design. Sure everyone can gauge the quality of sound mixing in a theater. I'm just wondering, would it be better if the majority of voters in such categories can professionally assess the specific design as opposed to, I assume, going to a show and just choosing the feel-good one, for the sake of encouraging technological advancement in theater?
^ I'm going to take a guess that's why they got rid of the sound design category.

Do they vote twice: once for nominations and again for wins? I've always wondered about that. I also assume that you forgo your voting rights if you are working on a show that season. Is that the case?
Different people. The nominators are a much smaller group. The voters are some 800+ peeps. (No idea how many nominators there are.
(I should add, I don't know if the nominating committee ALSO votes, but they would be a tiny percentage of the voting group.)
If we're not having fun, then why are we doing it?
These are DISCUSSION boards, not mutual admiration boards. Discussion only occurs when we are willing to hear what others are thinking, regardless of whether it is alignment to our own thoughts.
