I totally agree. Not sure why this score got knocked - I loved it. Particularly Raining and Fight From The Heart. I'd love to see Andy get to sing that on the Tonys.
"Raining" is by far the best song in the score. Siebert is given the most interesting material as "I'm Done" is also very good if perhaps unearned. The problem is most of the rest of it. "Fight from the Heart," "Keep on Standing," "One of Us," all have very little to say and are uninteresting at best and quite amateurish. The song "Patriotic" is laughably bad (is that still in the score?)
"Happiness" is satisfying but a show built around a love story should have a far better lover's duet with far more of an emotional punch.
Besides Seibert's two solos, the only parts of the score that resonate at all are those lifted from the movie for the training scene (and The Eye of the Tiger sequence.)

I also think "I'm Done" was too quick. In the show it really has no emotional impact. In fact, the entire show is lacking in actual heart.
And all the big ensemble style numbers are terrible. As are all of Rocky's numbers. They're fine out of context but in the show it's just bland bland bland. They do nothing to actually move the story forward.
