NYPD Commissioner of Intelligence John Miller Says NY Terrorist Attack 'Inevitable'

NYPD Deputy Commissioner for Intelligence and Counterterrorism John Miller said that a terrorist attack similar to the one which took place in Sydney, Australia is "inevitable" in the United States, in an interview that was broadcast live today, Dec. 16, 2014 on CBS THIS MORNING (7:00-9:00 AM) on the CBS Television Network. "I think it's less a question of if, more a question of when," Miller told co-hosts Charlie Rose, Norah O'Donnell and Gayle King, but added that New York City has been preparing for such an event for 13 years, since the Sept. 11 attacks.

"We have a distinct advantage in that there are a thousand people in the NYPD who work counterterrorism matters on a daily basis, hundreds more in the FBI who are dedicated to that not in a part-time way, but in a constant way. And there's a very strong partnership," said Miller. "There's 400 people in the emergency service unit, which would be the equivalent of our SWAT team, so if you take a small scenario at one location as we saw in Sydney, or a wider cast like the Mumbai attacks, we're one of the few cities that is scaled to meet that."

Miller also discussed the difference between a criminal hostage situation and a terrorist hostage situation, and also touched on the marketing tactics that ISIS is using to recruit new members worldwide, telling CBS, "They've really broken the mold."
