... the problem is, I can't work out who. Everyone I've shown his picture to agrees with me, he looks familiar, but we can't place it. Does anyone on here have any idea where my brain is going with this?

He looks a bit like Nathan Fillion, and yes, a bit like Kenneth Branagh. But to me, he's always resembled Robbie Rotten from Lazytown...
