In the biography, "Rodriguez... Texas Ranger! The True Story of the First Mexican American Texas Ranger" (published by iUniverse), author Rick Harper narrates the life of Arturo Rodriguez - the first Mexican-American man to become a Texas Ranger - and chronicles some of the state's significant historical events.

Drawing from his 30-plus-year friendship with Rodriguez, Harper says he was inspired by a "genuine hero right in our midst. People of his generation need to be reminded of Art and the part he played in shaping Texas history...and the current generation needs to know and understand his life and deeds, and how they connect to today's 'modern' Texas! Rick Harper, currently a real estate broker, earned a bachelor's degree in business administration at the University of Texas, where he was a member of Sigma Chi fraternity. He was raised in South Texas and Northern Mexico, where his grandparents moved in 1908. Harper has two children and lives in San Antonio.
