The Hamilton press team has been notoriously bad at having any sense of streamlined announcements or the like, so there really isn't any way of knowing. The only way to speculate, I'd say, is that the Chicago production began performances in late September, and the cast announcement came out in mid-July, about two and a half months prior. So, possibly later this month? Early January?
I think BroadwayConcierge is right. We should see an announcement within the next month or two.
I am hoping Jon Rua gets to pay the title role on tour. I saw his third performance on Broadway and he was incredible, so he really deserves it. Wishful thinking, but I am really hoping the tour Eliza is Ana Villafane.

It's nice to hear that Eliza is someone new - I adore the women who have portrayed the role up until now, but I love seeing a newcomer land a job like this.

That would be amazing (I'd love to see Rua in the role) but I don't think he's available. He's been focusing a lot on choreographing I know
Since he's from Oakland (and they're also rehearsing here), I keep hoping that Daveed Diggs will agree to start off the tour and perhaps do SF & LA, like Darren & Lena in Hedwig or Idina in As/If.

It was legitimately thinking the same thing the second they announced the tour was opening here, but from what I can ell he's got things planed out with clipping until early april so far, so when I saw that, hopes dashed! I knew it was a long shot anyway, but still, it seemed possible lol
