I'm taking voice lessons and whenever I sing I feel I sound terribly and I believe I am. Although my teacher said that "out here it sound phenomenal" When he says "out here" what does he mean by that?

These are DISCUSSION boards, not mutual admiration boards. Discussion only occurs when we are willing to hear what others are thinking, regardless of whether it is alignment to our own thoughts.
My advice coming from experience....singing is a very hard thing to do well. Especially when you overthink it. What I would say is practice, practice, practice. Take your teachers exercises and feedback, couple that with plenty of practice time and make sure you always have a recording device. Go over your songs so much that they are "in your body" and automatic (technique and note wise) so you can focus on staying in the moment and portraying the intention of the lyrics. This will also help you sound better because you will have an emotional and physical point of focus. Just what I've learned.
