Roosevelt into an early treaty allowing the Japanese to keep the West Indies and other Pacific Islands.

About the Author
L. Gilbert Payne was born in a small town in Northern Utah. As a youth growing up, he loved to play along the creek in the bottom of a gulley north of their house. There, he could let his imagination carry him through all types of exciting adventures from cowboys, to sports, to fighting military battles. His heroes were always doing good for others. As he got older, he loved to hunt and fish and play sports. This carried him through secondary school, junior college football, and a number of years playing baseball. After raising a family and finishing a career in sales and marketing, he is fulfilling a lifelong desire to write. He is retired currently, enjoys writing, and "The Fish Factory" is his first novel. He is currently writing his second book which is a pre-World War II mystery. He returned with his wife to his hometown in Northern Utah and has six children and 15 grandchildren.
