Approaching it from all possible angles, president and founder of Liability Consultants, Inc. Norman D. Bates, Esq. addresses a historically difficult subject in his new book, 'Preventing Child Sexual Abuse in Youth-Serving Organizations: Guidelines for Managers & Parents.' Bates pulls back the curtain to reveal a well-developed and thoroughly researched body of work that speaks directly to the need for a better understanding of how insidious this problem really is-and how to end it.

The book is organized into two major sections (the scope of the problem, and guidelines for prevention of child sexual abuse), each with sub sections and detailed, organized, valuable content presented with authority and a deliberate mission to educate everyone with a stake in the lives of the children that these organizations serve. Bates's focus is on situations where children develop relationships with adults outside of their family-youth sports, afterschool programs, mentoring, summer camp, etc.-and looks specifically at policies and procedures at Boy Scouts of America, YMCA, The Amateur Athletic Union, Big Brothers Big Sisters of America, and the Boys and Girls Club of America for examples of what currently exists. In addition, Bates reviews the Sandusky child sexual abuse case, and points out failures along the way that allowed Sandusky to keep offending for many years.

Bates insists more can be done and delivers a serious and thoughtful examination of all aspects of this issue including: victim impact, identifying and categorizing offenders, law enforcement policies, statistical data collection and reporting, perpetrator behavioral patterns, employment screening procedures, and more. "My objective is to provide background data, and information about the typical offender and his methods of 'grooming' child victims," says Bates. "I offer a prevention program that includes employee/staff background investigations as well as a number of physical security measures and controls available to organizations."

His expertise as a security management consultant, and his training and experience in the practice and teaching of law, offer Bates a unique perspective in addressing a monster of a problem that has been in hiding far too long. 'Preventing Child Sexual Abuse in Youth-Serving Organizations' is a must-have educational training manual for youth organizations, and an in-depth informational resource for parents and families. "Educating parents, children and youth-serving organization staff is key to preventing child sexual abuse in the future," says Bates. "This book will get them there."
