There isn't a fourth witch. It's an invention of the movie that the novel and stage show took.

In the books, Glinda was actually the Good Witch of the South and there was a Good Witch of the North who had a few character iterations. For example the Good Witch of the North sends Dorothy off to meet the wizard and then the Good Witch of the South appears in the later scenes.
But in the Wizard of Oz movie they combined the parts into one person and made Glinda the Good Witch of the North.
