WWII Navy Veteran Takes on Powerful U.S. Government Agency in David vs. Goliath Case; New Book by William S. Walker Tells Fascinating Story

What kind of a case would an aged farmer from a rural South Carolina county have in court against the National Oceanic and Atmospheric Administration (NOAA) and its powerful law enforcement division? A World War II Navy veteran and farmer faced this situation when he decided to fight the charge made by NOAA that he had "lethally taken" a dolphin under provisions of the Marine Mammal Protection Act. In "The Farmer and the Dolphin," author William S. Walker relays the story of Charles Perdee Mincey Jr., known as C.P., who was confronted by armed law enforcement officers after a dead dolphin was found in a legal gillnet he set in front of his seaside house at Garden City Beach, S.C. in 2013. The officers interrogated Mincey and then charged him with lethally taking a dolphin. A $6500 fine was levied by the government against Mincey for the alleged offense and he chose to defend himself in a federal administrative law court hearing. Mincey was represented by self-described country lawyer LaFon LeGette of Latta, S.C. and his associate Alan Berry.

The book, written in a straightforward style, presents the case in detail, from opening statements to the judge's surprising ruling for Mincey in January 2015. Legal fans – and those who enjoy rooting for an underdog – will enjoy this meticulous account of the 15-month-long battle by attorneys LeGette and Berry and their client C.P. Mincey.
