Jenner began his time in Washington, D.C., as Tax Counsel for the U.S. Senate Committee on Finance, where he was one of the authors of the Tax Reform Act of 1986. He later served twice at the Treasury Department, first as the Special Assistant to the Assistant Secretary (Tax Policy) and later as Deputy Assistant Secretary for Tax Policy and Acting Assistant Secretary for Tax Policy.
