BWW Recap: Where There's a Bill, There's a Way on SCANDAL

That did NOT just happen. It didn't. It couldn't have. This is a trick, right? Right, SHONDA? It better be, because if isn't a trick, I don't know how the Gladiator nation will persevere.

Cyrus and the rest of the administration is desperately trying to push through the "Brandon Bill" in honor of the Brandon Parker shooting. It's guaranteed to pass until one of the Senators goes into early labor. That is one vote down and with the vacant Virginia seat that Mellie is aiming to take, that leaves the Senate in a tie. Time to bring in Vice President, Susan Ross to break the tie. Problem is? She wants to read it, thoroughly. She has a lot of questions and much to the dismay of all the people who try to derail her including David Rosen, Cyrus, Mellie and even Fitz, she's right. It's not a good bill. Together, and much to Cyrus' fury, she and Fitz decide to rework it. To distract the Press, Mellie announces her candidacy for Virginia Senator. I'm starting to think this Susan Ross isn't as clueless as The Fitzgerald Administration thought she would be.

Meanwhile, in the DC Mayoral race, Marcus Walker, the activist from the Brandon Parker shooting, is in a close race with the sitting Mayor. When he calls on Pope and Associates to help him, he is discovered in the Mayor's bedroom alongside the dead Mayor's wife with whom he was having an affair. Marcus insists he didn't kill her as he was hiding in the closet when three intruders came in and killed her. They believe him and investigate and discover that it was the Mayor who had her killed. Olivia gives Marcus the choice between justice, by testifying he witnessed the murder, or his career, by blackmailing the Mayor. He chooses his career until the Mayor antagonizes him and Marcus admits the truth to the Press.

And as no big surprise, Papa Pope is back and he is crazy. He has "sedated" Olivia's pseudo-boyfriend, Russell, while he tells his daughter that it is on her to stop the investigation into B-613 or Fitz will be implicated in shooting down the civilian plane from Operation Remington. He gives her 48 hours, but Huck, David, Quinn and Jake all agree to proceed and tell David about Remington. Olivia goes back to Rowan and tells her she will in no way stop the investigation. He laughs at her and applauds her for finally being a worthy opponent. Jake is attacked by an assailant in Olivia's office and who is it? Russell! Yup, Papa Pope even controls who Olivia "randomly" hooks up with in bar. He stabs Jake repeatedly.

Jake can't be dead. He can't be. Right? I don't know if I'd be able to handle it. I need Scott Foley in my Thursday night life! He's not... he just isn't.

Anyway, Rowan is out for blood (literally) so the rest of the Gladiators are in pretty big danger too. Does that mean we can put the Mellie subplot on rest until the end of the season? Don't get me wrong, I love Bellamy Young and I love the idea that Mellie is finally finding her own path and stepping out of the shadow of Fitz, but it is such a throwaway plot at this point. If it's going to be a story, make it a story, front and center. These snippets here and there are just frustrating, at this point, with so much else going on. But I am starting to really like this Susan Ross. It just goes to show that a politician without an agenda can be a power for good. Maybe it's time for Fitz to realize that Susan isn't just a pawn and actually has the ability to govern?

Only three episodes left this season. And all I can say is, this better not be the last one with Jake Ballard.

  • Rowan - I know you, because the apple does not fall from the tree, poison though it may be.

  • Quinn - I think we go old school on this one. Classic fluff and fold? Huck - Less blood? Easy rollout? Works for me.

  • Olivia - Justice or your career? I can only get you one. Which one do you want?

  • Susan - I am not here to advance my own agenda. I am not here staring into the Oval Office imagining myself with my feet up on your desk. And I am not here to be your lapdog. The only reason I am here is to help you make real change. But this bill? It's not about real change.
