It was during those unusual predicaments and surrealistic situations while he was working in a correctional medical center that led Dr. Mel Carr to write "Title XV," (published by Xlibris) his story about how he aspires for higher achievement and recognition but finds reality a harsh place.

This book describes the struggles and triumphs of Dr. Carr as he embarks on a career delivering healthcare in a jail system inundated with bureaucracies that leads to a difficult environment in which to deliver healthcare.
