In the tenth year of the reign of Emperor Qianlong of the Qing Dynasty, Emperor Qianlong takes advice from LIU Tongxun, the minister of finance, and deploys imperial guards in secret to 18 provinces to catch birds in the rural farmland, in an attempt to unveil the mystery of the grainfields by testing the food in a birds’ stomach. A “food test in the throne room” exposes a startling case on disasters that were hidden and money, which is embezzled by greedy officials, who cares only about achievements in their respective official careers, and a crisis ensued causing the Qing Dynasty to suffer from shrinkage of grainfields and the emptying of granaries. Several capable ministers including LIU Tongxun are entrusted on a mission to reclaim the wasteland and investigate the shortcomings of the century-old imperial fields. Nevertheless, corrupt officials led by NE Qin has colluded with businessmen to launch a coordinated attack from both the courts and commonalty. They collect taxes under the excuse of land reclamation, ruthlessly exploiting peasants, which flow in the face of the newly imposed “ban on land expropriation,” causing failure in Emperor Qianlong’s grand plan for field protections and crop-yield increases. LIU Tongxun, who has been demoted to a common person for finding fault with imperial fields, challenges evil forces in a frenzied attack and his student LU Xiao’s vile betrayal, has inflicted a desperate struggle for him. With his life resigned to the care of fertile land and blood sprinkling over farmland, he insists on protecting and managing the cropland by law. While fighting against NE Qin, the “iron-cap prince” that holds an important post in the imperial court, he escapes death many times and has finally captured victory, retaining the red line on the farmland area. Food security is established as the nation’s primary task, assuring a grand beginning of the Golden Age of Emperor Qianlong.
