I personally don't think so because they showcase the music and get you excited. Like I would of never seen In The Heights (My current favorite Broadway show) if I hadn't heard the demo.

If they are meant to "get out" to the public, no. But if they are not meant to get out and are meant for internal production use only, and someone leaks them, yes.

If you get a demo on a CD (like a promotional CD directly from someone on an official pressing, first generation) then no, I count it as a promo, even if it was not meant for public listening.

If you get a CD-R or mp3 file of it, as a second generation source, then I concider it a bootleg.

If there never was a pressing onto an official CD format (not a CD-R), then I concider any release of it a bootleg.

At least that's how I classify things in my mind.
