I was listening to Chicago which features a cut song in its overture. Follies also does this. 

Are there any other shows that have cut songs featured in their overture/entr'acte?

Though it has since been restored (at least in the 1994 Hal Prince revival), Show Boat's overture featured "Mis'ry's Comin' Aroun'" as one of its main motifs though the song had been cut out of town.

The Overture of PROMISES, PROMISES includes a large chunk from the number “Tick Tock (Goes the Clock)” that was cut out-of-town.

Follies' opening features "That Old Piano Roll,"  a cut sung for Buddy, and "Can That Boy Foxtrot," Carlotta's original number that was replaced by "I'm Still Here."

technically a "Prologue", but Carousel features melodies found nowhere else in the show, as well.

Not really "cut songs" but the Threepenny Opera overture, like the Carousel Waltz, has no music from the rest of the show. It works on its own.

David Yazbek's overtures are usually an original theme not found anywhere else in the show. Which I believe (correct me if I'm wrong) comes out of the opera tradition?

Overture is one of the reasons why I love David Yazbek's works. But both Dirty Rotten Scoundrels and Toosie's overtures feature songs from the shows. The Full Monty seems to fit your description. I don't remember about Women on the Verge though.

I always loved how Urinetown's overture has songs that never appear in the show.

Yazbeck's Overtures to On the Verge and The Band's Visit are stand alone and do not include music from the show, I believe.

The Band's Visit overture includes a bit of "The Beat of Your Heart."
