No insight, except to say that the same thing happened to me a couple of months ago. It eventually stopped happening, but it took several days. I tried four times to buy a ticket, and when I happened to look at my credit card account online a day or two later, there were four separate "pending" charges for the ticket I had attempted to buy. Those charges eventually disappeared, and were never posted to my account (or there would have been hell to pay). I'm not sure how Telecharge managed to get as far as sending the information about the transaction to my credit card company, without actually letting me buy the ticket, but they managed it somehow.
I have seen this error too, but more often than not I see the error when first clicking "Find Tickets". I have had success simply by changing web browsers. Microsoft Edge has worked well for me.
It happened to me a dozen times until I called them. They said because I had a ticket refunded, there was a flag on my account. They said they would try to undo it, but never did. I started a new account and now use the Opera browser for Telecharge with no issue. They really are the worst.
