Does anyone know specifically if the balcony completely hangs over the dress circle and cuts off the onstage view?  Am I better off in the first row of the loge rather than the first row of the dress circle?

Yes, it does overhang the Dress Circle completely.  I don't think it obstructs the top of the stage if you're in the front row, but it definitely does in the back rows.  The last time I sat there was for the tryout of All Shook Up and vowed never to sit there again.  Either way, the Dress Circle is only at the back of the theatre, so yes, the front of the Loge is much better.
