Can someone who knows photography and make-up explain the powder thing? In the past several months a raft of runway shots have had powder face.
There was a photo of Katie Couric the other day with the same under the eyes powder thing going on.
What gives?

Chad Hayduk from Three Custom Color Specialists said the powder was caked on over foundation or concealer that was too wet. Being that she's so light, the powder became reflective. Looks like the artist didn't have enough time to blend!!!
