The New York Times accuses 37 witnesses of watching Kitty's rape and murder for a half hour and doing nothing to help. The article sparks nation-wide hysteria, and introduces Americans to the modern psychological phenomenon known as the "bystander effect". The nation finds Kew Gardens guilty, but is that really the whole story?
