"Title XV" tells Dr. Mel Carr's story. In his book, Carr discusses the uniqueness of functioning as a health care professional in a detention center while working under harsh conditions and fighting through bureaucratic red tape.

"There was a general sentiment among the frontline staff that criminals don't deserve proper health care," said Carr. "I soon realized that I was there to provide health care to individuals who just happen to be incarcerated. I wasn't there to judge them or punish them."

In his book, Carr examines the health care field and reveals the flawed system that health care professionals are forced to work within on a daily basis.

"My book is an acknowledgement to those who accepted their situation and continued to provide care to those in need," said Carr. "We often mistreat those working in this capacity. But in the end, their commitment to do great work benefits society."

Dr. Mel Carr learned medicine in a foreign language before returning to the United States to finish his residency in internal medicine. He served as the chief resident in his program and has been on staff at two medical schools. Carr has published several articles for various medical journals and has experience working in the VA system, emergency rooms, private practice and detention centers. His variety of experience helped him write "Title XV."
