Your dimensions feel a little large? I'd learned it as you should look for 7 x 14 x 21 for a carry on piece, that anything larger you can run into issues with some airlines. I like my Samsonite 21" carry on if I'm using a wheeled bag; if not I like a plain old backpack.
Check out eBags, which I always found to have great deals, and which posts size including with the wheels, and also posts info like airline dimensions on carry on bags, laptop dimensions on laptop bags, etc.
I find that it always depends on the airline. Sometimes they take my bag and sometimes they don't, whether it fits in the sample box or not. And even when they accept it, they will force me to check it just as I'm boarding because too many people have carry-ons or whatever suits them at the time. I've been using the same Travelpro bag for almost 15 years now and I'll buy a new one when it breaks, but probably not because of any flight restrictions. They change too often for me to buy new bags every time.

My wife loves Vera Bradley bags and they have many different styles and sizes. They bags are also very good quality but also fairly expensive. You can find some deals on these bags if the pattern has been around for awhile. Look for the Vera Bradley bag called "The Weekender" and I think that it may fit your needs.

Anakela, I think u have the right of it. The numbers r the UPPER end which is where the problem arises, any deviation, you r stuck. I found a Samsonite(NOT at Walmart Javey
) that runs 19x14x8 which should allow some wiggle room, as long as I don't expand it.
