As with most things, there is no rule. All known quantities are taken into consideration when possible. But no matter how many site surveys are taken and how many drawings are done, there are always modifications that happen when it comes to loading a show into a theater.
Not exactly the same thing, but David Korins has described the Hamilton set at the Richard Rodgers as a "frankensteined" version of the set from the Public. They moved the same set uptown and adjusted it to fit the new space, and the touring sets are actually closer to the original design.

Add to that, that often, when designing for the out of town, a Broadway theater hasn't even been secured.
And, aren't you really talking about specifications (detailed sizes, etc ) more then design? Usually the design concept doesn't alter a great deal, but the specs might.
