It is, but I think they are just renovating the theatre, not necessarily meaning it needs it for Hamilton to fit, but just because it needs one.

It was announced in May 2014 that Cameron Mackintosh would be aquiring the Victoria Palace and that the theatre would undergo an extensive refurbishment to "extend the stage by six metres, enlarge the front of house and restore the auditorium and exterior to its former glory" to enable larger scale musicals to be presented there. 

It fits in with the broader redevelopment of the area around Victoria Station (which has been in development for a number of years already) and unrelated to the announcement that it be the London home of Hamilton once the refurb is completed in Autumn 2017.

Having been in that theatre I have to mention the seating was in dire need of replacement. The house seemed like it was still a relic from the 1950's.
